When you leave Carlito's hide out just go to the gun shop, grab a couple shotguns and take out 1 or two of the troops. Then use their machine guns from then on. Best way to kill them is burst shooting because Dead Rising has some damage glitch, constant firing wont kill them as fast as it should.
OR, you could run like hell. Once you go into that back door to the maintenance tunnel they wont follow you, and when you exit it to make the zombies respawn the troops won't open the door to your location, they are too dumb.

Ah, i was wondering why the rapid machine gun fire wasng killin them. I just discovered the shank you get off one of the zombies is quite fucking effective.

I just said fuck it and started over. I think you gotta be at least level 40 in order to beat that dude (You have to bare fist fight him).

I think I beat him at level 30-32. I'd usually just do a couple jump kicks, punch him when he wasnt blocking then fun off or jump down into the zombie crowd so he couldnt grab me.
